Policy Statement:
The Lansing Center/Cooley Law School Stadium/City Market are owned by the City of Lansing and managed by the Lansing Entertainment & Public Facilities Authority (LEPFA). The Lansing Center has been part of downtown Lansing’s landscape since 1985 when the original center was opened. The Lansing Center was expanded in 1995 to meet the demands of Lansing's growing convention and local event needs.
Cooley Law School Stadium opened in 1996 to provide the home for Midwest League affiliate Lansing Lugnuts. Cooley Law School Stadium offers more than baseball and has been the home to events such as regional baseball tournaments, various concerts and numerous community events created by LEPFA.
Purpose:
LEPFA’s objective is to provide standard operating policies on the internal and external electronic marquees to expand community awareness of events held in the Lansing Center, Cooley Law School Stadium and the Lansing City Market. The electronic marquees are designed to increase attendance and facility use, provide revenue to support operations of the facilities and to provide public service announcements for major community-wide public service events.
The Lansing Entertainment and Public Facilities Authority (LEPFA) exercises operational and design control over the electronic marquees at the Lansing Center, Cooley Law School Stadium and the Lansing City Market.
This Policy establishes criteria for the use and posting of messages on the marquees in accordance with this objective.
Inventory:
LEPFA controls the following electronic message centers:
· Michigan Ave Color Marquee
· Cedar Street Message Center
· Cooley Law School Stadium Message Centers (Larch and Cedar Streets)
· Lansing Center Internal Message Centers
Each message center requires different programming guidelines. The Michigan Ave Marquee is the only exterior color marquee with the capability of displaying video animation. The Lansing Center internal message centers are HD LCD monitors that are full audio and video capable and with special programming can be used not only as a schedule display system but for video advertisement for events and sponsors. All remaining external message centers have only basic text capability and are used to advertise LEPFA properties and events only.
Usage Policy:
A. Priorities
1. First priority for space is for activities held in the Lansing Center, Cooley Law School Stadium
a. Building “public” events
b. Building client events that are labeled as tradeshows, conferences or conventions
c. Weddings that are spending more than $5,000
d. All other client messages or arrangements that are by paid or trade contract only.
2. Second priority for space is for LEPFA sponsors or purchasers of ad space.
3. Third priority for space is for the Common Ground Music Festival, Entertainment Express and the Fall Into Fitness event (LEPFA produced or sponsored events).
4. Fourth priority for space is for public service announcements for major public events held in the downtown area that have a broad community appeal. Events include but are not limited to: Blues on the Square, Silver Bells in the City and Be A Tourist In Your Own Town.
B. Timelines
1. Client event complimentary welcome messages are posted on external marquees on day(s) of event only.
2. Public event announcements are posted on external marquee’s starting 10 days in advance of the first day of an event held in one of the LEPFA properties (excludes advertisements) and may continue during multi-day events, if time/space is available.
3. Paid advertisements are run based on agreed upon contractual terms.
4. Public service announcements are not guaranteed any minimum number of appearances or seconds per frame and can be “bumped” with or without notice.
5. The message centers operate 24 hours per day, 7 days per week. Message start time is always 00:00:00 and end time will always be 23:59:59.
6. Messages run no longer than 5 seconds per frame per message appearance. We cannot guarantee a minimum number of appearances per day.
7. Maximum message and video length can be no longer than 3 frames at 5 seconds per frame (up to 15 seconds total).
C. Prohibited Messages
1. Any message that could be deemed offensive to the general public
2. Messages that are false, misleading or deceptive in nature
3. Messages expressing racist, sexist or bigoted views
4. Messages that advertise or promote the following:
a. Tobacco
b. Establishments that cater only to adults, private clubs or taverns
5. Any message that is un-supportive of the Downtown, LEPFA or the City of Lansing
6. Political, factional or sectarian viewpoints are prohibited. (However, events leasing space in Lansing Center, Cooley Law School Stadium or Lansing City Market shall be allowed to display candidate’s name, name of event and date of activity. Under no circumstances will the messages be displayed in support of or against a candidate or issue)
D. Color LED Sign Requirements
1. All building client messages placed on LEPFA message centers require the use of the “Event Information Submission Form”, (see Forms). This form provides us the information needed from each client regarding the message we place on LEPFA message centers.
a. Exact name/Title of Event to be placed on message centers/marquee. (See “Event Information Submission Form”)
b. The “Event Information Submission Form” must be completed and submitted to LEPFA no later than 14 days prior to the anticipated start of message, when applicable.
c. Exact Days of Event. (See “Event Information Submission Form”)
2. For paid ads or psa’s on the exterior color marquee:
a. Acceptable files for Lansing Center exterior and interior marquees:
i. EPS
ii. TIFF
iii. JPEG
iv. PDF
v. AI (Illustrator)
vi. PSD
vii. BMP
Preferred files types for final matrix marquee art: AVI, MSB
b. Point size should be 10pt or larger
c. Small details and thin letters do not work well for legibility and image clarity. Keep it bold and simple!
d. Maximum message length: 3 frames at 5 seconds each.
e. Special graphics and designs for the Lansing Center external marquee and the internal HD LCD message centers may be subject to additional costs, information, or requirements based on design. Contact the LEPFA Creative Services coordinator for more information.
E. Specifications of Marquees:
1. Lansing Center External Color Marquee:
a. Board Frame Size: 144 px. Wide X 80 px. Tall; 72 ppi (One frame = max 5 secs. run-time)
b. Color Format: RGB, 8, 16 or 24-bit
2. Lansing Center HD LCD Message Centers
a. 1280 x 768 pixels
b. Gif, png, swt, wmt, avi, mpg, enigmas:
3. Cooley Law School Stadium Message Centers:
a. Characters at font Six: Three (3) characters per row at font six. Maximum of one (1) row. (3 total characters)
b. Characters at font Five: Five (5) characters per row at font five. Maximum of one (1) row. (5 total characters)
c. Characters at font Four: Seven (7) characters per row at font four. Maximum of two (2) rows. (14 total characters)
d. Characters at font Three: Eight (8) characters per row at font three. Maximum of three (3) rows. (24 total characters)
e. Characters at font Two: Ten (10) characters per row at font two. Maximum of three (3) rows. (30 total characters)
Characters at font One: Ten (10) characters per row at font two. Maximum of four (4) rows. (40 total characters)
4. Cedar Street Message Center:
a. Characters at font Five: Eight (8) characters per row fit at font five. Maximum of two (2) rows. (16 total characters)
b. Characters at font Four: Ten (10) characters per row fit at font four. Maximum of four (4) rows. (40 total characters)
c. Characters at font Three: Twelve (12) characters per row fit at font three. Maximum of five (5) rows. (60 total characters)
d. Characters at font Two: Sixteen (16) characters per row fit at font two. Maximum of five (5) rows. (80 total characters)
Usage Fees:
1. External Color Marquee:
a. Design Setup Fees
i. No charge for setup of welcome and public announce basic messages to promote client events. Name and date included at no cost for period identified in the usage section of this policy. Ticket prices are only permitted on Cooley Law School Stadium marquees for Lansing Lugnut games.
ii. Any PSA’s or paid ads that require graphic development are subject to the following fees:
1. Design Fees: $150 per message. (Limited to 2 hours of design time. Graphics and logos must be provided in workable format. Additional design fees may apply in the event a logo or custom design is developed)
2. Custom Design work: Anything requiring more than 2 hours of design time will be billed at $90 per hour.
b. Rental Fees:
i. Client event messages (welcome and announcements) and PSA’s have no rental fees.
ii. Paid ads: $100 per day. Buy 5 days and get 2 more at no additional cost.
iii. Rental agreements over 7 days require custom contract.
2. Lansing Center HD LCD Message Centers:
a. Design Fees
i. No charge for setup of welcome and public announce basic message to promote client events. Name and date included at no cost for period identified in the usage section of this policy.
ii. Any PSA’s or paid ads that require graphic development are subject to the following fees:
1. Design Fees: $150 per message. (Limited to 2 hours of design time. Graphics and logos must be provided in workable format. Additional design fees may apply in the event a logo or design is developed)
2. Custom Design work: Billed at $90 per hour.
b. Rental Fees:
i. Client event messages (welcome and announcements) and PSA’s have no rental fees.
ii. Paid Ads: $150 per day per message per day (max 2 frames)
iii. $500 per day for custom background advertising event on all monitors and giving exclusive representation of a client’s event.
iv. In house Design work: Billed at $90 per hour.
v. Rental agreements over 7 days require custom contracts.
3. Oldsmobile Park Message Centers:
a. Design Fees: No design fees are applicable. Boards do not support graphic messages.
b. Rental Fees:
i. $50 per day per frame for paid ads or PSA messages. Buy 5 days and get 2 days at no additional cost.
ii. Rental agreements over 7 days require custom contract.
4. Cedar Street Message Center:
a. Design Fees: No design fees are applicable. Boards do not support graphic messages.
b. Rental Fees:
i. $50 per day per frame for advertising or PSA messages. Buy 5 days and get 2 days at no additional cost.
ii. Rental agreements over 7 days require custom contract.
Disclaimers:
1. Requests for message center usage are approved on a first come, first serve basis,
2. No announcements of a personal nature are permitted (Excluding wedding announcements)
3. Normally, requestors may only schedule one message per week.
4. LEPFA management may shorten or extend display days for messages for any reason with or without notice at their discretion.
5. LEPFA reserves the right to approve or prohibit any message that is not in the best interest of the Authority or the City of Lansing.
6. LEPFA reserves the right to remove any message from the message centers that are not in the best interest of the Authority or the City of Lansing.
7. Rates and policies subject to change without notice.
8. Appearance of the message is subject to constraints of priorities and electronic, mechanical or technical limitations. Messages may be edited for conciseness, clarity and conformity to the requirements of the medium.
