Lansing Fire Code,
  City Ordinance, adopts IFC2003
International Fire Code 2003, 394 pages, adopts by reference NFPA
National Fire Protection Association standards, 15 binders, the index is bigger than the IFC2003.

#1 Exiting

  • Do not obstruct exits (trash cans, tables, etc). Maintain the width of the exit.
  • Number required, 1-49 = 1 exit, 50-500 = 2 exits, 501-1000 = 3 exits, >1000 = 4 exits.
  • Removing non-required exit- show on site plan, cover sign.
  • Exit travel, max. 250 feet to an exit, 20 feet max. for a dead end.
  • Maintain adequte, unobstructed aisles.
  • Exit corridor, is part of the exit and is protected fromt he exhibit halls by fire doors.
  • Concourse- registration tables are allowed within 10 feet of the West wall. A registration table is allowed at each conference room.

#2 Fire Protection Systems

  • Fire extinguishers, accessible, unobstructed, max. travel 75 feet. (Grandperson rule)
  • Alarm pull stations, accessible, unobstructed, located at exits
  • Fire doors, self-closing and latch. Keep fire and smoke contained to an area. Do not block open.

#3 Event layout & fire load

  • Sprinklers activated by heat, protect the roof from collapse & slow the fire.
  • Comubustible storage not allowed in exhibit hall. Reduce fire load.
  • Combustible display (wood chips, dry vegetation, etc) has to be flame-retardant.

#4 Sources of ignition

  • Flames, candles generally not allowed.
  • Vehicles, allowed with precautions
  • Extension cords, not allowed under floor covering, when in poor condition.

General Fire Code Regulations

 

The City of Lansing Fire Department mandates a strict adherence to the IFC Safety Code. The following are key highlights, but is not intended to be a complete listing:

  1. Licensees, show management, exhibitors, all other parties comply with all Federal, State, Municipal, and Center mandated fire codes, which apply to public assembly facilities. The Lansing Center includes sections of the IFC Safety Code, which apply to public assembly facilities as part of the Licensee Agreement.
  2. The decision of the Fire Marshal of the City of Lansing is final.
  3. Crate storage is prohibited in the Lansing Center without the prior written approval of center management. Crate storage is the responsibility of the Licensee.
  4. Crates stored in interior storage rooms may not be stacked to a height within three (3) feet of sprinkler heads and a ten (10) foot radius must be maintained around all access/egress doors. Crates may not be stored in any occupied hall/room.
  5. All bunting, table coverings, drapes, signs, banners and like materials must be flame resistant and are subject to inspection and flame testing by Fire Marshal.
  6. All electrical equipment must conform to the National Electrical Code and be UL approved.
  7. The following materials are prohibited without written consent of the Lansing Center; electrical cooking equipment, open flame devices, vehicles, welding, cutting or brazing equipment, ammunition; radioactive devices; flammable liquid pressure vessels; exhibits involving hazardous processing and materials; fireworks; pyrotechnics; blasting agents or explosives; flammable cryogenic gases; aerosol cans with flammable propellants; gas operated cooking equipment; portable heating equipment; other equipment, materials and operations that increase risk to fire and life safety.
  8. Liquid propane is not permitted inside the facility except when used as fuel to propel a vehicle into the facility. In this case, the tanks must be removed immediately after placement.
  9. The display of any and all vehicles that are powered by a combustion engine require fuel tank be less than ¼ full.  The cap for the fuel tank must be locked or taped closed and at no time is the removal or addition of fuel allowed in or around the Lansing Center. Vehicle electrical systems must be disconnected by either removing battery, battery cables or disconnecting battery cables and taping contact with non-conductive electrical tape. These rules also apply to diesel fuel vehicles.
  10. At no time during public hours are vehicles to be moved.
  11. All emergency exits, hallways, and aisles leading from the building are to be kept clear and unobstructed. Any vehicles, material, equipment, etc., in fire lanes or blocking exits, etc. will be removed at Licensee’s expense.
  12. Exit signage, fire extinguishers, fire alarms, pull stations and related fire fighting equipment may not be hidden, obstructed, or blocked.
  13. The Lansing Center may request in writing the specifications, descriptions, etc. of any and all equipment, processes, operations, etc. from Licensee, service contractor, exhibitors, etc., and reserves the right to submit such information to the Fire Department for approval.
  14. Exterior exhibit hall doors and loading dock doors are not to be propped open.  Automatic closing devices are not to be tampered with.
